.htaccess. why does everyone recommend against it?

So I'm getting back into *nix and serious server business, and looking into a bit of site security.

Everywhere I'm reading seems to recommend highly against using .htaccess files. Why?

Can you be more specific? Or show me one of these pages that recommends highly against it?

htaccess files are a great way to lock stuff down
