Forward exchange mail to external address on SBS 2008

I've got a customer who has one employee that wants to be able to forward all email received into his Exchange mailbox locally to an external email address (his dialup ISP email address). The employee wants to control this as well, to turn on and off as he likes. Mainly using this when he is on "vacation" and needs to tell customers/vendors to e-mail the other employees.

The employee set up Outlook to forward messages to the external address but it isn't working. There has to be a setting within Exchange that I can change to allow him, but cannot find it. Exchange is different in SBS 2008 where I am used to Exchange w/ SBS 2003.

I understand I could create a mail contact with an external address for the employee, then forward all messages to that mail contact + deliver to the local Exchange mailbox. Problem is I would have to enable and disable this as the employee does not have administrative privileges. The employee wants to do this on his own.

edit: Lock thread. The customer neglected to send me the error messages that the employee was getting in Outlook. Turns out that TWC RR's SMTP mail servers got listed in some RBL and the mail is bouncing due to that.

generally you wnat to do that in Exchange not in Outlook, and just so something is posted

I think a program from CodeTwo will allow you to set such rule on the server. It allows to initiate such actions as forwarding by e.g. inserting a specified phrase in the message body by the user. Check CodeTwo Exchange Rules Pro on their website.
