exhaust restriction is also important. however, if you have the small turbo blowing through an IC and the big one hot air with a smaller exhaust, it should be equal.

I meant more as an illustration that, gas flow dynamics being what they are, if you have a given restriction (in this case represented by the engine) and a given pressure differential, it's going to have the same flow.

It's a reaction against people who say things like "15psi from this turbo doesn't equal 15psi from that one because that one can flow more"; broadly speaking, if they're bolted to the same engine, they are more or less equal in power.

My point being, asking about how much boost is safe to run was a better question than how much horsepower is safe from the engine. Puts cams in it, port the head... voila, more power is safe to run... but not more boost.
