cover the entire window in duct tape first. depends who you're trying to block the noise to though. it will still make some noise (less from the side you're breaking it on, because it'll be covered in tape), but it won't be a huge shattering noise

1. spray fast drying glue on glass + frame
2. apply plastic film and overlap onto window frame
3. allow to dry
4. press thick cloth firmly on glass as a damper
5. use hole punch to shatter glass
6. remove window by cutting film around edges of frame

car thieves commonly use a hole punch to break car glass and it doesn't make much noise at all. Put a jacket or something over the glass while using the punch and that will further mask the noise which is really only a quick cracking sound anyway.
